We are seeking a Regulatory Analyst to join our Economic Regulation team, focusing on the delivery of insightful analysis that will inform our charging and wider business planning work.

 What you'll do

Our Economic Regulation team sits at the heart of Wessex Water. It oversees our core business planning functions, including the development of five-year plans that set out what we will achieve for our customers and the environment, and what funding is required to do this. It is also responsible for setting the charges that are paid by customers.

In this role, you will primarily be responsible for producing modelling and analysis which underpins the development of our regulated charges. This will involve:

  • liaising with internal stakeholders to obtain the necessary data and information to set charges
  • reviewing expenditure data to ensure that our charges recover relevant costs
  • analysing water consumption patterns and developing forecasts
  • conducting internal impact assessments of changes to charges, including modelling of bill implications
  • assessing the suitability of alternative tariff structures and proposing improvements to our existing charging approaches
  • responding to industry consultations on charging policies.

Alongside these tasks, you will also be expected to contribute to wider business planning undertaken by the team. This could involve:

  • regulatory reporting of key financial and other information
  • assessing the cost efficiency of business proposals, including through statistical and/or econometric benchmarking techniques
  • using historic data to inform future performance targets
  • risk modelling to assess the likelihood and impact of different performance outcomes.

This is a diverse role that requires balancing a variety of tasks, as well as close working with colleagues in other teams (including Finance, Strategy, Engineering and Customer Policy). We are seeking candidates who enjoy collaborating with others to drive continuous improvements in our analysis capabilities.

What you'll need

We are looking for someone who is:

  • degree-qualified in economics or another numerate discipline
  • proficient in Microsoft Excel, including using large datasets to build modelling and forecasting tools
  • comfortable in handling, interpreting and presenting both quantitative and qualitative data
  • a good communicator, with the ability to present complex information clearly to colleagues and external stakeholders
  • able to question existing assumptions and frameworks to drive improvements in our analysis.

While not essential, we are also interested in candidates with:

  • knowledge of utilities regulation e.g. through previous experience in a regulator or regulated business
  • previous experience using coding languages, such as R, and statistical packages, such as Stata and @Risk.
