The Investment Programme Analyst role is responsible for supporting the Business Plan Implementation team in implementing the capital investment programme for the five-year business plan, including the associated opex cost effects and outcome delivery. The role is also responsible for all accounting, processes reporting and regulatory reporting regarding capital investment and outcomes, and promoting adherence to the capital governance process.
This role is also responsible for supporting the coordination of the development of the internal business plan targets. You will work collaboratively with senior managers across the company to compile information across the investment programme to action new requirements and changes from usual business processes. You will also assist in developing the schedule of outputs to be delivered by the budget and reports on both investment and output delivery and variances throughout the year.
What you'll do
As the Investment Programme Analyst, you will be responsible for coordinating the development and tracking of the internal business plan (IBP), annual budget setting, all reporting regarding capital investment, the analysis of the efficiency of the investment programme and promoting good governance in and outside of the team.
The specific tasks for each area are outlined below.
Annual budget setting:
- the preparation of the capital expenditure, opex impact of capital and capital income annual budgets
- consolidation of annual financial budgets and quarterly financial forecasts for the capital investment programme
- development of financial reporting in conjunction with the planning and strategy team
- provision of financial data and analysis for business reviews
- ensuring the proposed capital budget will achieve regulatory and internal targets
- setting new operational cost allowances for the operational budget.
Investment programme analysis:
- assist managers in identifying areas of potential delivery efficiencies
- develop and manage a comprehensive dashboard system to track and analyse key metrics, progress and performance indicators to facilitate informed decision making
- challenge any breaches of the programme to agreed performance, outcome and risk outcomes
- utilise and encourage up to date strategic visions, policies and guidelines as foundation for informed decision making, and resolve challenges to maintain programme integrity
- collaborate closely with business leads to developing our business cases by offering expertise in data analysis and ensuring alignment of proposed initiatives with organisation objectives.
Supporting the development and tracking of the IBP:
- develop the IBP management process, aligning with the company's performance expectation and risk position
- update IBP to reflect CMA's redetermination
- track programme, output and capital expenditure performance throughout the year
- manage change control on the investment and outcomes
- support coordination of any new requirements to the process and programme
- prepare progress reports on capital and output delivery to the Executive Committee (ExCo), Finance Group (FG) and Board.
Promote and support investment governance:
- maintain a robust and efficient investment management framework that aligns with best practice and regulatory expectations
- undertake assurance activities to ensure adherence to the investment management framework
- ensure internal documentation is up to date and accurately reflects agreed policies and processes
- support and provide training to the organisation to ensure that the investment governance process is understood and adhered to.
What you'll need
The ideal candidate will preferably:
- have a degree qualification in a finance/maths discipline
- have a proven relevant work experience in a regulatory environment (water preferable)
- proven experience in governance roles or related functions, showcasing a strong understanding of governance principles and practices
- have data analysis skills, including Excel, Power BI and Power Query
- be an effective communicator at all levels (including report writing)
- have a curious attitude and enjoy problem-solving
- the ability to be proactive at work and think independently
- the ability to facilitate change amongst different stakeholders
- have a willingness to learn new systems, software and approaches.
